A Simple Technique

If you go to your local big-box building supply store you will discover 4" or better yet 6" plastic pipe in the plumbing section. They come in 10' lengths for a little over $2 and with an appropriate size end cap you've hustled the pole section for around $3. Drill the hole for the broom handle (or dowel) 1 1/2" from the top of the pipe completely through the pipe. Insert the broom handle in the hole and center it. With either the caulk or epoxy glue the handle to the pipe.

At this point you might want to paint the whole assembly for a more uniform appearance which means you'll require a can of spray paint when you are shopping. Now you just need to pound the pipe into the ground. Measure 2' from the bottom of the pipe and make a mark. This is the depth you really should pound the pipe into the ground so keep hitting it until the mark is at ground level.
